If it appears on every cycle including a completely empty one with no detergent at all, the machine is detecting foam that is not there, and the cause moves to what it measures with: a restricted drain or pump keeping water in the tub, or a blocked pressure-sensor hose reading a level that never falls. Running an empty rinse-and-spin is the cheapest way to split those two cases, and it costs nothing but the time.
